QUALIFICATION:
- Bachelor’s Degree in Human Services, Social Work, Early Childhood Education, or a related field.
- Valid Maryland Driver’s License and reliable, insured vehicle
- Minimum of 2 years experience working with children birth to six years of age and their families.
- Experience in effective management of coordinating services and collaborating with multiple agencies/service providers including school and community services in early childhood education preferred.
- Experience in working with culturally diverse communities and families with the ability to be culturally sensitive and appropriate.
- Strong interpersonal skills with the ability to connect with individuals from diverse backgrounds, even when differing in values or behavior norms.
- Capable of effectively communicating programmatic information about Judy Centers to potential partners, school administrators, staff, community members, and families.
- Technology proficiency, including working knowledge of Microsoft and Google Applications along with other online tools.
- Excellent organizational and record-keeping skills.

JOB GOAL:
The Family Service Coordinator, a grant-funded position, implements and maintains family-based case management for families at the Judy Center. The Family Service Coordinator assists with implementing, monitoring, and hosting early childhood programs and services for children and families served by the Judy Center to address the five Component Standards of the Maryland State Department of Education Judy Centers. The Judy Center serves children from birth through five years of age and their families by providing comprehensive early care and education services to promote continuous improvement toward child development and school readiness. The employee works with families to establish goals and partner with community agencies to achieve these goals. This position is responsible for identifying and recruiting young children and their families to use services available to enhance school readiness.
The Family Service Coordinator is responsible for providing case management, supporting coordination of services, communicating with families, partnering with community providers, and maintaining documentation and data for evaluation purposes. Responsibilities include maintaining data records, referring comprehensive services for young children ages birth through five and their families, collaborating with agencies that provide services for young children and their families, engaging in program planning, and co-facilitating various initiatives. All work should be family-centered and strength-based and directed at establishing a trusting relationship; assisting in strengthening the parent-child relationship; assisting parents in improving their skills to optimize the home environment; improving the family support system; and increasing the family’s ability to problem-solve and assume the role of advocate for themselves and their children.
ESSENTIAL PERFORMANCE RESPONSIBILITIES:
- Regularly attend, and participate in scheduled meetings with the Maryland State Department of Education (MSDE), district and school-based meetings, Steering Committee Meetings, community partner meetings, and monthly service coordination meetings.
- Commit to working flexible hours to accommodate families' schedules and needs which will include evenings and weekends.
- Remain current with the latest evidence-based research and resources to support school staff and partners in delivering high-quality services that align with best practices in early childhood education.
- Implements the county’s research/evidence-based home visiting program while staying up to date on any changes to the program; ordering materials, attending trainings, and organizing all needed materials.
- Provides thorough case management to include performing early learning screenings, developing family-driven short and long term case management goals, assisting with resolving transportation, child care, and other social issues, making referrals for needed services and follow up in a timely manner to ensure services are received, and meets any other family needs related to The Judy Center’s 5 Component Standards.
- Assists with developing and facilitating parent-child activities/playgroups that align with MSDE requirements and readiness expectations, and support age-appropriate child development.
- Support in the development of strategies for increasing program visibility and expansion, and perform outreach activities in the community while recruiting new families and partners to participate in Judy Center programming to include obtaining and distributing brochures of interest to parents (i.e., child care options, health issues, developmental stages, etc.).
- Assist with marketing efforts such as updating/posting to social media accounts, preparing newsletters, creating flyers, etc.
- Clearly communicate with the Site Coordinator to ensure any new information or needs are shared in a timely manner.
- Collaborate with TCPS Early Learning Supervisor, school administration, early childhood educators, special educators, and other school staff to align services with school readiness goals.
- Coordinate with the Site Coordinator, TCPS Supervisor, school administration, school staff, and partners to:
- Prepare and deliver professional learning to public and private early childhood educators.
- Prepare and deliver parent training workshops, and parent-child activities/playgroups that align with readiness expectations.
- Review case management and discuss the progress/status of current caseloads
- Maintain database of enrollment and all services provided, including attendance at events/programming, case management needs, partner referrals, current community partner contact list, and resources provided.
- Maintains a high level of ethical behavior and confidentiality of information about students and families.
TERMS OF EMPLOYMENT:
Non-exempt position. Full-time 12-month employment at the location of the school site. This position includes travel to homes, schools, and offices throughout the system and state-wide. Salary to be established by the Board. Grant-funded position to be renewed annually, if funding is available.
